Job Summary:

At NorthBay Healthcare the Opex PMO manages the project process, including cross departmental requests, reviews, approvals, scoping, feasibility studies, and project delivery.  Leads multidisciplinary teams of stakeholders to ensure projects are evaluated, triaged, initiated, and completed in a timely manner, within projected scope and budget. Acts as primary liaison between the business and various resources including Opex PMO senior management and Enterprise Executives. Consults in all initiatives at Opex PMO requiring project management expertise. Leads business process analyses, needs assessment and cost/benefit analyses for all Opex PMO projects. Organizes, directs and develops project team resources in order to effectively meet project commitments and business objectives. Position reports directly to the AVP of the OpEx PMO, and works very closely with all Opex PMO senior leadership team.


  • Manages stakeholders in the creation, coordination, and maintenance of the repository of Opex PMO project management templates and tools including research, development and implementation of tools, processes, and methodologies.
  • Proactively identifies and stratifies project related risks according to the Triple Constraint.
  • When appropriate, follows a consensus based approach and/or the proper risk escalation pathway to mitigate and resolve risks.
  • Responsible for running the weekly, bi-weekly and ad hoc Opex PMO project meetings with project stakeholders and Opex PMO senior leadership.
  • Coordinates all requested Opex PMO projects throughout the entire project lifecycle, from request to approval to initiation and through completion.
  • Follows accepted guidance in the implementation of Opex PMO standard tools, methodologies, and processes. Directs the preparation of project plans, project timelines and budgets.
  • Tracks project team progress against tasks and goals and is responsible for reporting on achievement of team responsibilities.
  • Delivers written project progress reports.
  • Manages multidisciplinary stakeholders to create project governance and to achieve consensus on current and future workflows; end-user requirements; and anticipated project benefits.
  • Works collaboratively with Medical Staff, IT, EHR, Revenue Cycle, HR, Provider recruitment and contracting, Finance, Business Development and Marketing, and Opex PMO and hospital operations teams to ensure alignment of the project plans with organizational goals, priorities, timelines, resources, and initiatives.
  • Creates and executes project work plans; revises project work plans as appropriate to meet changing needs and requirements.
  • Provides a clear communication plan to enhance coordination and collaboration.
  • Develops project charters which include scope, objectives, risks, timelines and reporting structure.
  • Ensures the appropriate scope of a project is defined and monitored throughout the duration of project.
  • Ensures project dependencies are documented and communicated across project teams.
  • Maintains and tracks the project costs.
  • Participates in the continuing review of present systems and procedures and proactively formulates and recommends changes to affect improvements, reduce costs and enhance efficiency.
  • Coordinates amongst project stakeholders and project sponsors to generate weekly project status reports, that articulate succinct status on project scope, schedule, and financial targets.
  • Ensures the appropriate resources have been allocated to the appropriate project teams and creates a holistic view of the projects through cross functional teams.
  • Ensures there are quality controls of deliverables including an identified approval process. Enables continuous process improvement.
  • Acts as a mentor and subject matter expert to other analysts and staff in regards to project management. Promotes forums to coach, share knowledge and develop others in project management.
  • Oversees the in-depth training new project managers or other staff in the Opex PMO or other teams.
  • Effectively coaches and educates analysts and staff across the NorthBay Enterprise to improve their knowledge and skills with project management.
  • Extracts project financial and performance metrics data from internal data sources to supplement project status and performance reporting.

1. Bachelor’s Degree required.

Experience, Knowledge and Skills: 

1. Minimum 2 years’ experience in healthcare and 2 years’ experience at project management, or equivalent. 
2. PMI (or equivalent) certification required.
3. Project management and analytical skills required.
4. Leadership, strong verbal and written communication, conflict resolution, self-starter, works independently, organizes workload. 
5. Proficient with Microsoft software, project management software, and cloud-based document collaboration tools. 
6. Expertise with healthcare systems applications and processes. 
7. Marketing skills to promote projects throughout the organization.
8. Consulting skills with specific consulting expertise.
9. Excellent inter-personal, written and communication skills.
10. Ability to effectively resolve complex issues simultaneously and escalate when appropriate.
