Senior Systems Analyst, Chargemaster

Full Time, FTE: 1;

**Position works onsite in Fairfield, California**

At NorthBay Healthcare he Senior Systems Analyst - Chargemaster is responsible for ensuring a compliant Charge Master (CDM) data file and for the maintenance of the files within all affected software applications. Responsible for maintaining Chargemaster compliance in accordance with regulatory guidelines.   The Senior Analyst serves as a liaison between Finance and all clinical hospital departments including hospital based clinic departments. Acts as an application and subject matter expert and resource for System Managers in the area of Chargemaster related issues.  Serves as a leader in Charge Master meetings and related projects. Conducts and/or oversees data entry of Charge Master revisions. Directs Chargemaster training sessions for System staff as needed.

  • Responsible for long term maintenance of Charge Master including pricing, HCPCS codes, descriptions, revenue and CPT codes. 
  • Reviews and initiates all changes, additions, or deletions to the CDM.
  • May supervise or oversee the work of others to accomplish such work.
  • Acts as the organizations primary subject matter expert for the Chargemaster as it relates to annual pricing reviews.
  • Maintains all Chargemaster tables and profiles in related software applications.
  • Leads hospital departments and IT staff in the formulation of a strategy for an efficient and compliant Chargemaster within all software applications.
  • Prepares the organization for timely implementation of annual coding updates (CPT, HCPCS), including modifier revisions and regulatory updates related to Charge Master data.
  • Creates internal policies, procedures, tools and forms for Charge Master maintenance.
  • Assumes internal ownership of Charge Master compliance to include auditing and overall quality assurance. 
  • Conducts periodic meetings with Patient Financial Services, Information Systems, Health Information Management and other departments to analyze error reports, audit information and regulatory changes to assure continued accuracy of CDM. 
  • Facilitates meetings and document questions, issues and follow-up tasks. 
  • Conducts follow-up as needed. Conducts meetings with hospital departments and administrative representatives to implement corrections and resolve outstanding issues. 
  • Escalates issues to the Manager, Revenue Integrity as appropriate
    Reviews billing, provider billing manuals and regulatory requirements with staff and pertinent hospital departments to ensure required ongoing education is provided to maintain billing compliance with all contractual and regulatory stipulations.
  • Researches reimbursement issues, interacts with Department Directors and is responsible for hospital-wide preparation, education, implementation and monitoring of changes to APC’s, DRG’s and all other payor fee schedules. 
  • Monitors Compliance initiatives related to Charge Master data. 
  • Works closely with Compliance Officer to monitor compliance investigatory activities and published findings, which may be correlated to Charge Master data billed.
  • Responsible for coordinating the activities to submit the required OSHPD CDM information.  Submits the OSHPD files according to required timelines. 
  • Develops pricing recommendations for new CDM items and services based on pricing research involving local peer group and other appropriate hospitals.
  • Provides monthly updated CDMs to the organization.
  • Coordinates the annual pricing strategy project activities and the input of resulting revisions. 
  • Responsible for the maintenance of CDM software applications.
  • Works closely with IT and other related departments to ensure charge service activities and interfaces are functioning efficiently.
  • Develops training materials and trains relevant users on batch charge entry procedures.  
  • Provides ongoing CDM training to Directors of revenue producing departments.
    Provides regular updates to Manager, Revenue Integrity.

1. Education:  Bachelor’s Degree in Computer Systems, Business, Nursing or commensurate experience required. High School graduate required. 

2. Experience:  Minimum five years of hospital business office experience, or three years of clinical patient care with two years medical business office experience required.   Two years of hospital Medicare billing experience strongly preferred. Experience with interfaces required. 

3. Skills:  Strong organizational and meeting facilitation skills.  Strong project management capabilities.  Ability to read and interpret regulatory information related to billing of CDM data. Proficient in MS office applications, especially Excel, PowerPoint, Word and Access.  Knowledge of Internet and Government web sites required. 

4. Interpersonal Skills: Ability to communicate effectively in writing for policies, procedures,   external communications and internal communications. Ability to work effectively with a variety of personnel with varied backgrounds, education and skills, in a team environment. Ability to effectively manage multiple priorities. 5. Physical Effort:  Minimal; frequent sitting, occasional lifting or moving boxes/supplies, squatting, standing, walking, and occasionally driving a car. 

6. Hours of Work: 8 hours per day.  Consistent attendance and work at the agreed upon hours of work is required.
